A Horsman Doll Enchanting Eyes Dolls 1940s Antique 17" Collectible Toys
From what I researched eyes are maybe supposed rock side to side, but these eyes don't.

I don't know if this is the correct doll, but it looks like the closest doll I could find when researched.
It seems to have a hard metal circle in the middle of the chest area. I don't know what that's about. If the doll is supposed to make sound, it doesn't.
