This is an example of a celluloid or novelty postcard from France. These were popular in the early 1900s. The hard translucent celluloid has been painted by hand. The sweet flowers and landscape scene frame the phrase Gage d'Amitie or a token of friendship. The sender/maker has also added a type of mounted decoration - probably a die-cut paper decoration. It may have been added to help make this a "proper" new year card as it says "Bonne Annee/Happy New Year. The sweet scene is mounted/surrounded by a dark green acid free paper that peeks at the edge of the card and keeps the focus on this enduring symbol of friendship and love - it's almost certainly survived more than a century. I've shown how it looks unframed also and I've tried to leave part of the back visible if the frame is opened. Photos are a part of the description.
